ARLINGTON, Texas (AP) — The Texas Rangers have signed third overall draft pick Kumar Rocker. The contract and $5.2 million bonus come a week after the right-handed pitcher was drafted again. Concerns over a physical led to him going unsigned by the New York Mets as the 10th overall pick last…

Cameroon has emerged as one of several go-to countries for the widely criticized “flags of convenience” system, under which companies can -- for a fee -- register their ships in a foreign country even though there is no link between the vessel and the nation whose flag it flies. The ships are supposed to abide by that nation’s fishing agreements with other countries. But experts say weak oversight and enforcement of fishing fleets by countries with open registries like Cameroon offer shipping companies a veil of secrecy that allows them to mask their operations. Regulators in Europe recently warned the country that its inability to provide oversight of its fishing fleet could lead to a ban on fish from the country.

Philippine officials say the government has scrapped a deal to purchase 16 Russian military transport helicopters due to fears of possible U.S. sanctions. Former Defense Secretary Delfin Lorenzana told The Associated Press Tuesday night that he canceled the 12.7-billion-peso ($227 million) deal to acquire the Mi-17 helicopters in a decision that was approved by then-President Rodrigo Duterte before his six-year term ended on June 30. Lorenzana said Washington could express its displeasure in many ways if the Philippines proceeded with the deal due to America’s worsening conflict with Russia and that “we could face sanctions.” He said American security officials were aware of Manila’s decision and could offer similar heavy-lift helicopters for Philippine military use.

Amnesty International says the Taliban's “suffocating” crackdown on the rights of Afghan women and girls is destroying their lives. The London-based watchdog said in a new report that since the Taliban took control of the country nearly a year ago, they have violated women’s and girls’ rights. The Taliban have banned girls from attending school from seventh grade, imposed all-covering dress that leaves only the eyes visible and restricted women’s access to work. The report released Wednesday reveals how women who peacefully protested these oppressive rules have been threatened, arrested, detained, tortured, and forcibly disappeared. The report says rates of early and forced marriage are surging under Taliban rule.

Cal Raleigh homered in the seventh inning, lined an RBI double in the ninth and scored the winning run on Carlos Santana’s sacrifice fly, and the Seattle Mariners rallied for a 5-4 win over the Texas Rangers on Tuesday night. Seattle won its seventh straight over the Rangers and its ninth consecutive game decided by one run. Since losing to Oakland on July 1, the Mariners are 16-3 with the only three losses coming last weekend to Houston. Santana hit a fly ball to center field that was deep enough for Raleigh to score the winning run.

OAKLAND — The A’s continued their impressive play since returning from the All-Star break by beating the Houston Astros 5-3 at the Coliseum on Tuesday night, powered by a third-inning grand slam from Chad Pinder.

Luis Garcia hit a two-run homer in the eighth inning and the last-place Washington Nationals rallied past the Los Angeles Dodgers 8-3 for their second straight win against the NL West leaders. Garcia’s shot into the right-field seats with two outs against Los Angeles left-hander Garrett Cleavinger was his third home run of the season and brought home Josh Bell, who reached first on a throwing error by Dodgers second baseman Gavin Lux. Washington scored four more times against Cleavinger in the ninth, improving their major league-worst record to 34-65. The Dodgers have baseball’s second best record at 64-32.
